It is heavily overcast and conditions should favour swing bowlers early with fine weather forecast later in the day.
"It should be a good one-day wicket with swing early on," Scotland captain Preston Mommsen said as his side eye the chance of an historic first win over their neighbours.
Scotland have made two changes to their line up with Freddie Coleman and Alasdair Evans replacing Hamish Gardiner and Rob Taylor.
England, searching for their first win after being trounced by Australia and New Zealand, have named an unchanged side.
"We haven't performed anywhere near our best. This is an opportunity to put a performance under our belts," captain Eoin Morgan said.
