Australia have already won the five-match series after claiming victory in the first three games. England have lost all eight of their matches against the home side on a disastrous tour, including a 5-0 Ashes whitewash.
Bailey took over the reins from Michael Clarke, who is being rested. The Australians also rested wicketkeeper-batsman Brad Haddin and opener David Warner while spinner Xavier Doherty is 12th man.
Coming back into the Australian team are Bailey, Test series star Mitchell Johnson, all-rounder Steve Smith and wicketkeeper Matthew Wade.
England named an unchanged side, retaining the same team beaten by seven wickets in Sydney on Sunday.
