IPL auction: Venue may decide strategy


BANGALORE: The last time the general elections clashed with the IPL, former tournament chief Lalit Modi moved the event to South Africa and ended up making more enemies than friends.

A wary Indian cricket board ( BCCI) and the IPL governing council are in no hurry to shift this year's event elsewhere, though at various times sources have spoken in hushed tones of a two-phase IPL. The dates for the 2014 general elections have not been announced and in case dates clash, adequate security will be an issue.


The World T20 is scheduled to be held till April 7 in Bangladesh and the IPL can only be slotted after that. These issues will have a bearing on the player auction on Wednesday as the franchises will prefer to go with cricketers more adept at playing on non-subcontinental pitches if even a part of the tournament is held outside India.


Of course, many of the star players of the eight teams have already been retained and the onus will be on using the remaining money prudently. However, some of the teams have retained lesser known players and could spend less at the auction.


For instance, although the first retained player's fee is fixed at Rs 12.5 crore and proportionately lesser for the others retained, the franchisee need not pay these amounts to the players. But the amount available to buy the rest of the players would be fixed as per guidelines.


That is, if a franchisee retains five players for only Rs 20 crore (as against the guidance amount of Rs 39 crore), the sum it can splurge for the rest of the players would only be Rs 21 crore.


For the auction, the cricketers have been divided into 53 sets with each lists ranging from eight to 10 players.


The first list that consists of some of the biggest stars of Indian and international cricket named as Marquee 1 or M1.


The controversial Kevin Pietersen will be one of the first players to go under the hammer along with senior India discards Virender Sehwag and Yuvraj Singh. But the biggest draw is expected to be New Zealand's Corey Anderson, who has been slotted at No 83 in the 10th set.


Unlike previous auctions, uncapped players too have to go through the auction route and thus 255 Indian and 37 overseas uncapped players will get their first taste of an auction on Wednesday. Some of these uncapped players could end up being cricket's newest millionaires.


Auction stations


The basics:


- For this year's IPL auction, as many as 219 capped players are in the fray - 169 Indians and 50 overseas stars. This is also the first time that uncapped players are to be auctioned, as many as 292 of them - 255 Indians and 37 overseas players.


- Players have been divided into 53 sets, with each set ranging from eight to 10 players. The first set - Marquee 1 or M1 - consists of the biggest stars.


- Teams have a 'right-to-match' option based on the number of players they have retained before the auction. A right-to-match enables franchises to pick up a player who was in their squad in 2013 by matching the amount bid for that player in the auction. No further bidding by any other franchise is then possible. If a franchise has retained three or more players, they will have one right to match. If a franchise has retained one or two players, they will have two rights to match. If a franchise hasn't retained any player, they will benefit from three rights to match.


Contracts & fees:


- From this year, players will initially be handed one-year deals with the option of extending this term by either one or two years. The deadline for teams to take a call on such extensions is December 15.


- Fees will be paid to all players in Indian rupees, with a total of Rs 274.5 cr available across teams. Overseas players can be compensated in the currency of their choice at the prevailing exchange rate on the actual date of payment or contract due date, whichever benefits the player.


- The salary cap for the IPL fees of the entire squad is to be Rs 60 crore for 2014, increasing by 5% per annum for 2015 and 2016. There will be a minimum squad-spend of Rs 36 crore in 2014, 2015 and 2016.


- The league fee does not cover the Champions League T20, for which an amount equal to 10% of the IPL league fee will be paid.


Squad rules: Each squad will have to include no less than 16 and no more than 27 players, of which up to nine may be overseas players. No more than 4 overseas players can be part of the playing XI. The IPL governing council has not set a minimum quota for catchment area players and U-19 players must have played either first-class or List 'A' cricket before signing up for the IPL.

Chennai Super Kings: 5 (MS Dhoni, R Jadeja, S Raina, R Ashwin, Dwayne Bravo).


Kings XI Punjab: 2 ( David Miller, Manan Vohra).


Kolkata Knight Riders: 2 (Gautam Gambhir, Sunil Narine).


Mumbai Indians: 5 (Ambati Rayudu, Rohit Sharma, Harbhajan Singh, Lasith Malinga, Kieron Pollard).


Rajasthan Royals: 5 (Ajinkya Rahane, Stuart Binny, Sanju Samson, Shane Watson, James Faulkner).


Royal Challengers Bangalore: 3 (Virat Kohli, AB De Villiers, Chris Gayle).


Sunrisers Hyderabad: 2 (Shikhar Dhawan, Dale Steyn).


Delhi Daredevils: None.


Remaining Salary Cap/Right to match:


CSK: Rs 21 crore / 1 (uncapped Indian player only); DD: Rs 60 crore / 3; KXIP: Rs 43.5 cr / 2; KKR: Rs 38 crore / 2; MI: Rs 21 crore / 1; RR: Rs 22.5 crore / 1; RCB: Rs 30.5 crore / 1; SH: Rs 38 crore / 2.
