Broom reached his fifty in just 34 balls by smashing a six over extra-cover off the bowling of Michael Beer.
Earlier, Adam Voges proved instrumental in breaking a crucial 67-run stand between Broom and Derek de Boorder by dismissing the latter.
De Boorder hit 5 boundaries and a couple of sixes in his fiery 28-ball 45 and along with Broom revived Otago after Joel Paris rocked the Volts early.
Paris had struck on the first two deliveries of his Perth Scorchers debut to rattle the Otago Volts.
Paris successfully caught both Hamish Rutherford (2) and Otago skipper Brendon McCullum plumb to get his Scorchers career off to a brilliant start.
Earlier, Perth Scorchers captain Simon Katich won the toss and decided to bowl against Otago Volts.
Rain had the final say as both the matches involving the two teams were called off after huge puddles on the outfield turned the Sardar Patel Stadium in Ahmedabad into almost a lake on Monday.
The abandonment meant the two teams got two points each from their respective matches. It would be hard to tell whether both teams were happy with the split points.
Otago made their Champions League debut on the back of some impressive performances during the qualification stage of the tournament.
