Rampaul's short of length delivery took Hopes's inside edge before sailing into the stumps.
Earlier, Alister McDermott finished with 4/37 while Nathan Hauritz claimed two wickest to reduce T&T toa modest total.
Denesh Ramdin was the top scorer for Trinidad making 48 off 38 balls.
After being invited to bat, Trinidad & Tobago got off to a decent start. However, they stumbled soon and lost three wickets inside 40 runs.
Alister McDermott gave Tobago first blow by bowling out Lendl Simmons after a 28-run stand for the first wicket.
Simmons scored 14 off seven balls with the help of three boundaries before getting out on the final delivery of the third over.
Kemar Roach then scalped Darren Bravo without allowing him to get off the mark with the scorecard reading 37. After addition of one run on board, McDermott struck again and dismissed Evin Lewis to reduce T&T to 38/3.
Nathan Hauritz's double-strike then reduced Trinidad & Tobago to 71/5 after steady stand for the fourth wicket.
Hauritz removed Jason Mohammed and Sherwin Gana in first two deliveries of the tenth over to put T&T in trouble.
Daniel Christian gave T&T sixth blow at the score of 83 by getting Nicolas Pooran (8) caught behind.
Wickets then fell at regular intervals.
Brisbane Heat won the toss and elected to bowl at the JSCA International Stadium Complex, Ranchi.
"The pitch has been covered for a few days so we want to bowl first. The absence of big players affects us a bit, but we have the guys who can do the job. It's a great experience to play over here and some of our players will play here for the first time," said Brisbane captain James Hopes.
"145-155 looks a good total and we have the bowlers to back it up. We are hoping to do very well, a lot of our players have played this format. Nicolas Pooran and Evin Lewis are very exciting players to watch from our side," said T&T skipper Denesh Ramdin.
Both teams have lost three players each. Heat are without Shane Watson (Rajasthan Royals), Mitchell Johnson (Mumbai Indians) and Thisara Perera (Sunrisers Hyderabad), while T&T have lost Kieron Pollard (Mumbai), Dwayne Bravo ( Chennai Super Kings) and Kevon Cooper (Royals).
